\n主題: 綠色能源與保育如何雙贏
過去被稱為中華白海豚,目前已被正式更名的台灣西海岸特有亞種「台灣白海豚」,有五大生存威脅,包括棲地消失、環境汙染、非友善漁法、淡水入注流量減少等,如今又加上離岸風機的架設,第五項生存威脅的噪音,將直接衝擊到已經僅剩不到70隻,被國際列為極度瀕危的白海豚的滅絕與存續。
\n\n許多保育專家都感到憂心,生理構造對水下噪音特別敏感的鯨豚,噪音影響範圍廣達80公里,然而風機的架設場址距離白海豚棲息地卻僅僅500公尺,去年環評雖已調整至1000公尺,但國內環團與國際專家的經驗均認為這樣的距離、包括水下噪音減緩措施等,根本不夠。
\n\n究竟風機建造的場址,應該距離白海豚棲地有多遠,方可減少對其存續之威脅?「台灣媽祖魚保育聯盟」呼籲政府,應於風機開發前,就進行示範機的營造期/運轉期的噪音模擬監測,妥善制定後續完備的建造計畫,盡可能以高標準來避免「生態保育」與「永續能源」之發展形成兩相牽制的局面。
\n\n國內學者多表示,應該用更審慎的方式,來放大風機的監測範圍,但由於我國對風機實務經驗不足,風機開發對鯨豚的影響更缺乏研究,有風機開發經驗的國外研究者就表示,台灣是最適合漂浮式風機的國家,浮動的風機架設在漂浮平台上,將可以不受一般固定式離岸風機海底打樁的限制,只要移至距離海岸更遠的深海處,就能避開白海豚的棲息地。

國立台灣海洋大學副教授陳建文日前以亞洲地區首位的身分,成功取得美國獨木舟協會(ACA)海洋獨木舟最高第五級教練的證照。陳建文本身熱愛海洋與海相關領域教育,他曾以雙人獨木舟挑戰從台灣過黑潮划行至日本石垣島成功。ACA海洋獨木舟L5證照考核必須在湧浪高於2米、岸際捲浪高於1.5米、平均風速高於20節與流速大於4節的海況條件中,在指定的環境內包含礁石區、流區、岸際捲浪區及開放海域中完成控船、自救、救援、拖帶、教學與長航等指定科目,全數指標都必須通過且達到優異(Exceed)的等級,才能獲得第五級的教練認證資格。
\n\n陳建文熱愛海洋探索,他曾以單人獨木舟成功挑戰從台灣過黑水溝到澎湖、台灣至北方三島、蘭嶼至綠島、綠島至長濱等;也曾以雙人獨木舟挑戰成功從台灣過黑潮划行至日本石垣島,為我國少數的海洋獨木舟冒險家。
\n\n陳建文表示,他將繼續致力於開放水域與海域的教育與專業師資的培訓,希望透過自己的努力和影響力,推廣和提升台灣戶外與海洋教育的品質。在其挑戰經驗中,他覺得台灣周遭開放海域與水域多變,希望未來能更有系統化的教學架構。
\n\n陳建文目前擔任教育部國民及學前教育署戶外與海洋風險管理專業師資培訓計畫主持人,也在海大開設海洋獨木舟與重裝潛水的課程。陳建文說,獲得最高等級教訓證照後,會進一步推廣和提升台灣戶外與海洋教育的品質和水準。

花蓮分臺位於花蓮市美崙區,民國77年開播,以「教室帶著走、學習零負擔」為願景,積極發展終身學習系統網絡、推動監所受刑人學習型組織及培訓文化廣播製播人才。多年來深耕地方,民國94年及97年獲得廣播金鐘獎服務貢獻獎。

The Hualien Substation that commenced operation in 1988 is located inside the gorgeous district of Meiluen in the Hualien City. With a vision to become an Educational Radio to take care of remote areas, the Hualien Substation has devoted itself to developing strategies, such as a lifelong learning network for the Hualien community, promoting learning for prison inmates, and providing training for cultural program broadcasting and production professionals. The Hualien Substation is now widely recognized as a specialized education broadcaster in the Hualien area.
\n\nDue to a strip-shape landform of Hualien, a relay station is required if the quality of broadcast is to be maintained. Hence the Hualien Substation established the Yuli Relay Station in the Wuhe Plateau in 1988 to relay the program signals transmitted from the Hualien Substation. Since the satellite reception system commenced operation in 2000, synchronized reception has made it possible for our audience in the south to access to the broadcast programs of the same versatility and quality as our listeners in the Hualien City.
\n\nA second FM local broadcast network was added on February 16th of 2001, making Hualien Substation the first professional broadcaster in culture and education in the region and to provide other choices than the original nationwide network programs for learner-listeners. The Hualien Substation expects itself to play a cultural/educational information disseminator role in the region by incorporating local school and community resources to produce high-quality social education and cultural programs, organize various radio broadcast promotional activities in order to exert a greater influence and to better serve the local residents of Hualien.

The Kaohsiung Substation and the Shoushan Transmission Station were established in 1984 and went into operation on June 15th of 1987. The Kaohsiung Substation is located in the Chiencheng District of the Kaohsiung City, adjoining the Hsiaokang International Airport and Kaohsiung Municipal Open University on the left, the Lingya District in the front with the Kaohsiung City Government, and the Kaohsiung Normal University and the cultural Center on the right.The Kaohsiung Substation has a special advantage because of its central location and convenient transportation.

In order to expand its service area, Kaohsiung Substation established the Penghu Relay Station, Chentou Mountaion Relay Station, and the Hengchun Relay Station for improved broadcast quality. The Kaohsiung Substation covers a wide service area including the six counties and cities to the south of Chiayi to cover as far as Penghu in the west, including Chiayi County and City, Tainan City, Kaohsiung City, Pingtung County, and Penghu County.

With a natural advantage, the Kaohsiung Substation plays a dual role of a medium and a social education institution. As a lifelong learning advocator, it actively seeks out a variety of social resources to promote social education, disseminate educational ideas, assist in social education charity events and school broadcasting education, and promote education for the indigenous peoples.
